The Pro 3 pen is a tool to get some work done on the Pro 3 like taking notes, drawing, navigating throughout the tab and so on... The pen uses one 4a battery to power the tip and the two buttons above, the lower button is used for erasing and above that is a button for the right click button on OneNote. Above all that is where two smaller batteries and this is used for the cap button for syncing (via Bluetooth) to OneNote, also used to connect to OneNote as well. When the tab or the pen is in sleep mode, you can simply press the button that is located on the cap and that will wake them up, but, for this to work, you must turn on the Bluetooth on the Pro 3.
One click one the button at the top will quickly open OneNote, click again and it will save in OneDrive if you made a note then opens a new note, if you want to take a screenshot, just give a double click. Now if you re-move the battery out of the pen or some other thing happens and you want to re-pair it to the Surface Pro 3, on the tab, go to settings - PC and devices - Bluetooth, then hold down the cap for a few seconds and after a while your going to see a light in the clip, you are now gonna tap surface pen then tap on pair and just like that, you re-paired the pen to the Surface Pro 3.
